PM gives ultimatum to reds


The United Front for Democracy against Dictatorship has left everyone in confusion after being pressed by Prime Minister Abhisit Vejjajiva for the exact date on which it will lift its rally to oust the government.

Key red shirt leaders Veera Musikhapong, Natthawut Saikua and Chatuporn Prompan cancelled a press conference and held an urgent meeting yesterday to counter the fresh demand by the prime minister.

After three hours of talks, Mr Chatuporn said the UDD could not come up with a common position. More talks were needed before a final decision.

Mr Abhisit gave the UDD until today to give an exact timeframe for the end of its rallies which have paralysed parts of the inner city. He also accused former prime minister Thaksin Shinawatra of standing in the way of efforts to end political rifts.

The red shirts have agreed in principle to join the reconciliation process unveiled by Mr Abhisit last Monday . The prime minister's plan to end political divisions could pave the way for elections on Nov 14.

The UDD has yet to say when it will ask demonstrators to lift their occupation of the shopping and business district in Ratchaprasong.

Shooting and grenade attacks on Friday night and Saturday morning worry the prime minister.

He suggested yesterday the attacks were the work of "terrorists" who did not want to the rallies to end, as they face the threat of legal action and criminal charges once the reds go home.

That worry prompted Mr Abhisit to demand the UDD give him an answer by today.

Any delay would put the safety of the public, officials and demonstrators at risk as opponents of the road map proposal could strike again, he said.

"We need an answer so we can move forward," he said in his weekly address to the country.

The prime minister also made clear that dispersing the demonstration on May 15 as the UDD has proposed would be "too late" given the dangers posed.

Mr Abhisit said he would shelve his proposed elections if the rallies continue.

Politicians also need guarantees they will be safe on the election campaign trail, he said.

"If all points in the reconciliation plan are achieved, I can say the government will be ready for the elections on Nov 14. If not, the elections will not take place," he said.

The prime minister also accused his political rival, Thaksin, of standing in the way of the government's reconciliation efforts.

Mr Abhisit is soliciting support for his five-point reconciliation plan. But Thaksin, he said, was one of the obstacles.

"Mr Thaksin is not satisfied with the reconciliation plan because it is not the answer to Mr Thaksin's personal interests in court cases and other matters," he said.

Thaksin was sentenced to two years jail in absentia by the Supreme Court's Criminal Division for Holders of Political Positions in 2008 for abusing his authority in the Ratchadaphisek land deal in 2003.

His wife at the time, Potjaman na Pombejra, clinched the deal while Thaksin was in power.

In February, the court ordered the seizure of 46 billion baht in assets belonging to Thaksin and his immediate family after ruling that a portion of the fortune was derived from policy corruption during his tenure as prime minister.

Mr Natthawut said Mr Abhisit's attack on Thaksin could spoil the atmosphere as the red shirts and the government worked on how to solve the political crisis. He should not have made the comments, the UDD leader said.

Thaksin did not react to Mr Abhisit's attack yesterday. He said on Twitter that he was in Saudi Arabia on a rice trade mission.

Government of Thailand Is Promised Support


BANGKOK — The pro-government “yellow shirt” movement added to Thailand’s tensions on Sunday with a threat to challenge the red-shirt protesters with a counterdemonstration if the government did not move quickly to crush them.
“We give the government seven days to return peace to the country or we, every member of the P.A.D., will perform our duty under the Constitution,” said Chamlong Srimaung, a leader of the yellow shirts, whose formal name is the People’s Alliance for Democracy.

“Prepare yourselves for the biggest rally when we will eat and sleep on the street again,” he said, referring to months of crippling protests by the yellow shirts in 2008 that culminated in a weeklong takeover of Bangkok’s airports.

Red-shirt demonstrators have paralyzed parts of Bangkok for more than a month, demanding that the government step down and call a new election. A clash between rival demonstrations could lead to the kind of widespread violence that analysts say would be difficult to control.

The yellow-shirt statement, during a gathering of about 3,000 supporters, came as the red shirts and the military exchanged their own warnings about a possible confrontation this week.

The red shirts, who have built a tent city in Bangkok’s commercial center, said they would rally Tuesday in the nearby financial district. Their mood has become increasingly militant and angry since a clash with security forces a week ago in which 24 people died.

An army spokesman said that the soldiers would be ready for them.
“We won’t let them go anywhere further,” the spokesman, Col. Sansern Kaewkamnerd, said on television. “Whatever will be, will be. If we have to clash, we will. We can’t just think we don’t want casualties.”

He said soldiers would be stationed in high-rise buildings at the main rally site, which is surrounded by shopping malls and five-star hotels.

Many Thais have become frustrated with the government’s inability to control the red shirts after its failed attempt to disperse them a week ago and a bungled operation that failed to arrest some of their leaders. All the leaders escaped — one of them lowered by rope from a hotel window — while two high-ranking police officers were briefly taken hostage.

A new faction in Thailand’s color-coded protests, the “no colors,” emerged on the streets of Bangkok during the past week, mostly middle-class demonstrators who are demanding that the government take action to restore order.

“We want our normal lives back,” said Tun Sittisomwong, an obstetrician and university lecturer who is leading the protests. “We want peace again for Bangkok and the country.”

The group, calling itself Civilians Protecting the Country, said that it supported the government and the military, but that the time had come to take strong action against the red shirts.

“The problem facing the country now cannot be solely solved by politics,” it said in a statement. “It has become terrorism, and only military strategy and strict law enforcement can tackle such acts.”

The tone at the no-color rallies this weekend was oddly upbeat, like a pep rally, as demonstrators vigorously waved tiny Thai flags, sang patriotic songs and called out to passing commuters, “Join us!”

“I am yellow,” said Maneerat Wimonprasarn, 43, an accountant, “yellow and pink and everything. In Thailand we are all Thai people, no color.”

But it may be that the no-colors, though they may represent a silent majority, offer only a fading, forlorn hope for a nonviolent resolution to the country’s crisis.
The reds and the yellows embody what seem to be irreconcilable sides in the country’s deep-running social and political divisions. While the red shirts are mostly drawn from the country’s rural and urban poor, the yellow shirts support a royalist bureaucratic and business elite that has held sway for generations.
At a no-color rally this weekend, Chris Puranasamriddhi, 34, manager of a construction company, lamented the harsh new mood in a country that values gentleness and nonconfrontation.

“Thailand is the land of smiles, easygoing, and I want it back,” he said. “The red shirts, they are quite aggressive, and we are not an aggressive country, as everyone knows. For the first time, I am embarrassed for Thailand in front of the world.”

សភា​ជាតិ​នៃ​ប្រទេស​កម្ពុជា​បាន​អនុម័ត​ជា​ផ្លូវការ​ព្យួរ​អភ័យ​ឯក​សិទ្ធិ​លោក សម រង្ស៊ី បើ​ទោះ​បី​ជា​សមាជិក​សភា​ដែល​មក​ពី​គណបក្ស​សមរង្ស៊ី​និង​គណបក្ស​សិទ្ធិ​មនុស្ស​ធ្វើ​ពហិការ​មិន​ចូល​ប្រជុំ​ក៏​ដោយ។


នៅ​ថៃ្ង​ច័ន្ទ ទី​១៦ ខែ​វិច្ឆិកា សភា​ជាតិ​នៃ​ប្រទេស​កម្ពុជា​បាន​បោះ​ឆ្នោត​លើក​អភ័យ​ឯក​សិទ្ធិ​តំណាង​រាស្រ្ត​ពី​លោក សម រង្ស៊ី មេ​ដឹក​នាំ​គណបក្ស​ប្រឆាំង តាម​សំណើ​របស់​តុលាការ​ខេត្ត​ស្វាយរៀង ដើម្បី​បើក​ផ្លូវ​ឲ្យ​តុលាការ​នេះ​ស៊ើប​អង្កេត​និង​ចោទ​ប្រកាន់​ក្រោម​បទ​ព្រហ្មទណ្ឌ បំផ្លាញ​ទ្រព្យ​សម្បត្តិ​សាធារណៈ​កាល​ពី​ពេល​ថ្មីៗ​នេះ។


ការ​ចោទ​ប្រកាន់​នេះ​ធ្វើ​ឡើង​ក្រោយ​ពី​លោក សម រង្ស៊ី បាន​ដក​បង្គោល​ឈើ​តំណាង​ឲ្យ​បង្គោល​​​ព្រំដែន​រវាង​កម្ពុជា​និង​វៀតណាម​ចោល កាល​ពី​ថៃ្ង​ទី​២៥ ខែ​តុលា​កន្លង​ទៅ នៅ​ក្នុង​ឃុំ​សំរោង ស្រុក​ចន្ទ្រា ខេត្ត​ស្វាយ​រៀង ជាប់​នឹង​ព្រំដែន​នោះ ដោយសារ​តែ​ពលរដ្ឋ​នៅ​ទី​នោះ​បាន​ប្តឹង​លោក​អំពី​ការ​បោះ​បង្គោល​នោះ​ដែល​ឲ្យ​នាំ​ពួក​គាត់​បាត់​បង់​ស្រែ​ចម្ការ​និង​ដី​ធ្លី។


ទាក់ទង​ករណី​លោក សម រង្ស៊ី នេះ​ដែរ បន្ទាប់​ពី​រដ្ឋ​សភា​បាន​អនុម័ត​លើក​អភ័យ​ឯកសិទ្ធិ​រួច​មក លោក អង្គវង្ស វឌ្ឍានា រដ្ឋមន្រ្តី​ក្រសួង​យុត្តិធម៌​ប្រទេស​កម្ពុជា បាន​ជំរុញ​ឲ្យ​តុលាការ​ខេត្ត​ស្វាយរៀង​កោះ​ហៅ​លោក សម រង្ស៊ី មេ​ដឹក​នាំ​គណបក្ស​ប្រឆាំង ដើម្បី​សាក​សួរ​ចម្លើយ និង​ចោទ​ប្រកាន់​ឲ្យ​បាន​ឆាប់​ទាក់ទង​បទ​ព្រហ្មទណ្ឌ​នៃ​ការ​បំផ្លាញ​ទ្រព្យ​សម្បតិ្ត​សាធារណៈ​ដក​បង្គោល​ឈើ​តំណាង​ឲ្យ​បង្គោល​ព្រំដែន​រវាង​កម្ពុជា​និង​វៀតណាម​កាល​ពី​ពេល​ថ្មីៗ។


សកម្មភាព​នេះ​ត្រូវ​បាន​លោក សម រង្ស៊ី និយាយ​ថា ស្រុក​ខ្មែរ​សព្វថ្ងៃ​គឺ​ចម្លែក​មែនទែន អ្នក​ដែល​ស្មោះ​ត្រង់​ជាមួយ​នឹង​ប្រទេស​ជាតិ ស្មោះ​ត្រង់​ជាមួយ​នឹង​ប្រជារាស្រ្ដ បែរ​ទៅ​ជា​មាន​រឿង តែ​អ្នក​ដែល​ធ្វើ​បាប​រាស្ត្រ អ្នក​ដែល​បំផ្លិច​បំផ្លាញ​ជាតិ អ្នក​ដែល​លក់​ជាតិ បែរ​ទៅ​ជា​រួច​ខ្លួន​និង​មាន​បុណ្យ​ស័ក្តិ​ថែម​ទៀត។

កាល​ពី​ថ្ងៃ​ច័ន្ទ ទី​១៦ ខែ​វិច្ឆិកា ដើម​សប្តាហ៍​នេះ ក្រុម​អង្គការ​តំណាង​ឲ្យ​ជន​ពិការ​នៅ​កម្ពុជា បាន​ទាមទារ​ឲ្យ​រដ្ឋាភិបាល​យក​ចិត្ត​ទុក​ដាក់​ចំពោះ​ជន​ពិការ​ឲ្យ​បាន​ច្រើន​ថែម​ទៀត និង​ចៀសវាង​ការ​រើសអើង​ជន​ពិការ បើ​ទោះ​បី​ជា​ប្រទេស​កម្ពុជា​មាន​ច្បាប់​ការពារ​សិទ្ធិ​ជន​ពិការ​ហើយ​ក៏​ដោយ។


លោក ងិន សៅរ័ត្ន នាយក​ប្រតិបត្តិ​អង្គការ​ជន​ពិការ​កម្ពុជា ហើយ​ដែល​រូប​លោក​ជា​ជន​ពិការ​ផង​នោះ មាន​ប្រសាសន៍​ថា គេ​សង្កេត​ឃើញ​ថា ជន​ពិការ​នៅ​ក្នុង​ប្រទេស​កម្ពុជា​នៅ​មាន​ការ​រើសអើង ជា​ពិសេស​សិទ្ធិ​ជន​ពិការ​ដែល​ការពារ​ដោយ​ច្បាប់​ហាក់​នៅ​មាន​ការ​ខ្វះ​ចន្លោះ​នៅ​ឡើយ។


ប្រតិភូ​គណៈកម្មការ​អឺរ៉ុប​ប្រចាំ​នៅ​កម្ពុជា​មាន​ប្រសាសន៍​ថា នៅ​លើ​ពិភពលោក​បច្ចុប្បន្ន​នេះ​មាន​ជន​ពិការ​ចំនួន​៦៥០​លាន​នាក់​ដែល​ភាគ​ច្រើន​មក​ពី​សហគមន៍​ក្រីក្រ។


បើ​យោង​តាម​ស្ថិតិ​របស់​ក្រសួង​ផែនការ​ឆ្នាំ​២០០៩​នេះ​បាន​ឲ្យ​ដឹង​ថា ជន​ពិការ​នៅ​កម្ពុជា​គឺ​មាន​ចំនួន​៤% ក្នុង​ចំណោម​ប្រជាពល​រដ្ឋ​១៤​លាន​នាក់​នៅ​ទូទាំង​ប្រទេស។


ទំនិញ​នាំ​ចូល​ពី​ប្រទេស​ថៃ​តាម​ច្រក​ប៉ោយប៉ែត​ថយ​ចុះ​៣០%


បន្ទាប់​ពី​ចំណង​ការទូត​រវាង​កម្ពុជា​និង​ថៃ​មាន​ការ​ប្រេះស្រាំ ព័ត៌មាន​ពី​ច្រក​ទ្វារ​ប៉ោយប៉ែត ខេត្ត​បន្ទាយមានជ័យ បាន​ឲ្យ​ដឹង​ថា ទំនិញ​គ្រប់​ប្រភេទ​ដែល​នាំ​ពី​ប្រទេស​ថៃ​ចូល​មក​កម្ពុជា​តាម​ច្រក​ទ្វារ​អន្តរជាតិ​ប៉ោយប៉ែត​បាន​ស្រុត​ចុះ​ប្រមាណ​៣០% បន្ទាប់​ពី​ម្ចាស់​ទំនិញ​នានា​នៅ​ស្រុក​ខ្មែរ​បាន​កាត់​បន្ថយ​ការ​បញ្ជា​ទិញ ដោយសារ​ពួក​គេ​មាន​ការ​ភ័យ​ខ្លាច​ពី​វិបត្តិ​នានា​រវាង​ខ្មែរ​និង​ថៃ។


តំណាង​ក្រុមហ៊ុន​ឯកជន​មួយ​បាន​ថ្លែង​នៅ​ថ្ងៃ​ច័ន្ទ ទី​១៦ ខែ​វិច្ឆិកា ថា ថ្វីត្បិត​ការ​ដោះ​ដូរ​ពាណិជ្ជកម្ម​រវាង​ខ្មែរ​-​ថៃ​នៅ​មាន​ដំណើរការ​ជា​ធម្មតា ប៉ុន្តែ​ក្នុង​រយៈ​ពេល​ចុង​ក្រោយ​នេះ ម្ចាស់​ទំនិញ​ជា​ច្រើន​ក្នុង​ប្រទេស​កម្ពុជា​បាន​កាត់​បន្ថយ​ការ​បញ្ជា​ទិញ​ពី​១០០% មក​នៅ​ត្រឹម​៧០% សម្រាប់​មុខ​ទំនិញ​គ្រប់​ប្រភេទ។


តាម​តួលេខ​ការ​ដោះ​ដូរ​ទំនិញ​ខ្មែរ​-​ថៃ​របស់​ក្រសួង​ពាណិជ្ជកម្ម​កម្ពុជា ហើយ​ត្រូវ​បាន​ប្រកាស​ជា​សាធារណៈ​ដោយ​លោក​នាយករដ្ឋ​មន្ត្រី ហ៊ុន សែន កាល​ពី​ពេល​ថ្មីៗ​នេះ នៅ​ឯ​ព្រលាន​យន្តហោះ​អន្តរជាតិ​ភ្នំពេញ ទំនិញ​គ្រប់​ប្រភេទ​របស់​ថៃ​ដែល​នាំ​ចូល​មក​កម្ពុជា​កាល​ពី​ឆ្នាំ​២០០៨ មាន​រហូត​២.០០០​លាន​ដុល្លារ និង​ទំនិញ​ពី​កម្ពុជា​នាំ​ទៅ​ថៃ​មាន​តែ​៩០​លាន​ដុល្លារ​ប៉ុណ្ណោះ។

លោកស្រី ព្រំ សៀ អាយុ​៤២​ឆ្នាំ ដែល​បាន​មក​ប្តឹង​រឿង​នេះ​នៅ​ឯ​អង្គការ​សិទ្ធិ​មនុស្ស​អាដហុក នៅ​ក្នុង​ខេត្ត​ស្វាយរៀង កាល​ពី​ថៃ្ង​អង្គារ ទី​១៣ ខែ​តុលា​ថ្មីៗ​នេះ បាន​ថែ្លង​ប្រាប់​វិទ្យុ​អាស៊ី​សេរី​ថា លោកស្រី​បាន​សម្រេច​ចិត្ត​ប្តឹង​មន្រ្តី​នគរបាល​រូប​នោះ ដោយសារ​តែ​លោកស្រី​មិន​អាច​ទ្រាំទ្រ​ចំពោះ​ការ​គំរាម​នោះ​បាន។

លោកស្រី ព្រំ សៀ មាន​ប្រាប់​ដូច្នេះ ៖ «ខ្ញុំ​កាល​មុន​អត់​ហ៊ាន​ប្ដឹង​ទេ ខ្ញុំ​ខ្លាច​គាត់​សម្លាប់​មែន ដល់​ពេល​ខ្ញុំ​ស្ដាប់​វិទ្យុ​តាម​អ្នក​ស្រុក​ហ្នឹង ឮ​អង្គការ​គេ​ប្រកាស​ថា បើ​មាន​វិបត្តិ​ក្នុង​ខ្លួន​ត្រូវ​ដោះស្រាយ​អង្គការ​ជួយ​រក​យុត្តិធម៌​ឲ្យ អ៊ីចឹង​បាន​ខ្ញុំ​ហ៊ាន។ ខ្ញុំ​ខ្លាច​សេចក្ដី​ស្លាប់​ខ្ញុំ​មិន​ហ៊ាន​តវ៉ា​យូរ​ហើយ»។

លោក ង៉ែត ណារ៉ា ជា​មន្រ្តី​សម្រប​សម្រួល​នៃ​អង្គការ​ការពារ​សិទ្ធិ​មនុស្ស​អាដហុក នៅ​ក្នុង​ខេត្ត​ស្វាយរៀង ដែល​បាន​ទទួល​ពាក្យ​បណ្ដឹង​ពី​ជន​រង​គ្រោះ​ខាង​លើ​នេះ បាន​មាន​ប្រសាសន៍​ថា ៖ «ជុំវិញ​បញ្ហា​នេះ ខ្ញុំ​សូម​សំណូមពរ​អាជ្ញាធរ​មូលដ្ឋាន ឬ​អាជ្ញាធរ​ពាក់ព័ន្ធ​ទាំង​អស់ ធ្វើ​ការ​ស៊ើប​អង្កេត​ជា​បន្ទាន់​ពី​ករណី​នេះ ព្រោះ​ជន​រង​គ្រោះ​គាត់​កំពុង​តែ​ភ័យ​រន្ធត់»។

មិន​អាច​ទាក់​ទង​លោក ប្រាក់ សាវ៉ន ជា​អនុ​ប្រធាន​ប៉ុស្តិ៍​រដ្ឋបាល​នៅ​ក្នុង​ឃុំ​អង្គតាសូ ស្រុក​ស្វាយជ្រំ ខេត្ត​ស្វាយរៀង​បាន​ទេ ដើម្បី​បំភ្លឺ​ជុំវិញ​ការ​ចោទ​ប្រកាន់​ខាង​លើ​នេះ ប៉ុន្តែ​លោក អ៊ិន ហាក់ ជា​ប្រធាន​ប៉ុស្តិ៍​រដ្ឋបាល​នោះ បាន​មាន​ប្រសាសន៍​ថា អាជ្ញាធរ​នៅ​មូលដ្ឋាន​មិន​បាន​ទទួល​កិច្ច​សហការ​ពី​ជន​រង​គ្រោះ​នោះ​ទេ ហើយ​សង្ស័យ​ថា វា​ជា​រឿង​ចោទ​ប្រកាន់​តែ​ប៉ុណ្ណោះ ពីព្រោះ​វា​ជា​រឿង​ព្រមព្រៀង​គ្នា​កន្លង​មក។

លោក អ៊ិន ហាក់ មាន​ប្រសាសន៍​ដូច្នេះ ៖ «អ្នក​នាង​ហ្នឹង​មិន​ដែល​បាន​មក​ជួប​ខ្ញុំ​បាន​ដោះ​ស្រាយ ឬ​ទទួល​ពាក្យ​បណ្ដឹង​អត់​ទេ មិន​បាន​មក​ជួប​សមត្ថកិច្ច ឬ​មួយ​បង្ហាញ​ភស្តុតាង ឬ​សាក្សី​ចង្អុល​បង្ហាញ ខ្ញុំ​មិន​បាន​ជួប​ដោះស្រាយ»។

សាក្សី​ម្នាក់​ដែល​បាន​ដឹង​រឿង​ចាប់​រំលោភ​នោះ បាន​មាន​ប្រសាសន៍​ថា វា​ជា​រឿង​ចាប់​បង្ខំ​និង​គំរាម​កន្លង​មក ៖ «ដោយ​ឡែក​គាត់​បង្ខិត​បង្ខំ​តាំង​ពី​គ្រា​ដំបូង​មក បើ​គាត់​មិន​យល់​ព្រម​គេ​អារ​ក​គាត់ ឬ​ក៏​គេ​បាញ់​សម្លាប់​គាត់​ចោល អ៊ីចឹង​បាន​សមី​ខ្លួន​ឈឺ​ចិត្ត​គាត់​ប្ដឹង»។

The First Khmer, Stand for USA in National Assembly



My name is Sam Meas. I am a resident of Haverhill, Massachusetts. For some time now I have observed national politics from the sidelines. But now I must become involved because I believe our beloved country will never get back to traditional American values unless I do.


President Obama and the Democratic-controlled Congress have been using American tax dollars to subsidize corporate greed and reward incompetence. But they have not allocated a single penny to bail out the working and fast-disappearing middle class. They are printing money, borrowing from the Chinese, and spending money that we do not have. They are trying to spend our way out of this recession and into prosperity. But the Japanese tried to do this in the 1990s . . . and failed miserably.


We can only get out of this economic crisis by reverting to fiscal sanity. We must not spend money we do not have. We need to stop the flow of money to banks that do not lend. We must target the stimulus package directly to the working class by giving money to the people instead of to financial institutions. And we must keep taxes low for hardworking entrepreneurs.


Folks, I am profoundly grateful that my family and I have had the opportunity to become members of the American middle class through hard work, tenacity, and frugality. And I believe that it is my civic duty as an American citizen to serve in public office in any capacity I can. I am running as a Republican candidate for the 5th Congressional District of Massachusetts so that I can give you, the voter, a choice where there has been none for a long time.


In China, Vietnam, or Cuba there is only one sanctioned party, and the party bosses create a list of candidates for the people to vote for. In these countries, they call this a free and fair election.
But without choice there is no freedom.


I now have the extraordinary honor of inviting you, your families, and neighbors to learn more about my candidacy and the issues that I care about so deeply: the economy, education, immigration, border security, and veterans’ affairs. If you will send me to Washington to be your servant representative in Congress, I pledge to honor my promises and tenaciously work with other members of Congress to represent you and your voice.


Let’s come together to protect and preserve American values, jobs, and the working families.
And help me spread the message of freedom through choice throughout our district by promoting my candidacy as an alternative to the established candidate.

BACKGROUND

Sam (Sambo) Meas was born in Cambodia, Kandal Province, sometime between 1970 and 1972. As a result of the civil war and the genocidal regime of the Khmer Rouge that drove Cambodia back into the Stone Age, all institutions and birth and death records were destroyed. The United States Immigration and Naturalization record lists December 31, 1972, as his official date of birth, but Sam could actually be two years younger or older.

In 1983, Sam and his oldest cousin escaped the war zone along the Cambodia-Thai border and made their way to Kao I Dang refugee camp inside Thailand. After several months of living in the camp, Sam’s cousin left Sam in the camp alone, went back to Cambodia, and never returned.
For the next three years, alone in the camp, Sam relied on the generosity of other Cambodian refugee families to survive. Sam and the other families shared a common situation: they were all Cambodian (Khmers) and fellow refugees living in barb-wired and guarded camp inside Thailand. Because Sam was alone, the other families took sympathy on him, giving him money, food, and clothing. In return, Sam cooked, cleaned, sewed, babysat, carried water, chopped wood, and smuggled food and goods from Thai entrepreneurs in the villages bordering the camp. But through it all, Sam was acutely aware that he was an outsider among those families, as he was not bonded to them by blood. At one point, a young Thai military officer took Sam in, fed him, and let him watch TV; and in exchange Sam did his laundry, and shined his shoes and boots.

For the most part, Sam was as happy a teenage boy as could be expected under the circumstances. In fact, he considered himself fortunate. For a while he worked as an aid to a Thai UNHCR immigration officer, running errands, making coffee, doing research and translations. He was not starving, he was not physically or mentally abused, he had a place to lay his head at night, and he had friends.

While engaging in the vigorous daily survival activities, with a lot of luck and the grace of the Lord Buddha, Sam managed to persuade fellow Cambodians who were teaching English to take him on as a student so that that he could learn English free of charge. He also attended grammar school taught in Khmer, the language of Cambodia. As a result, Sam is now fluent in both in English and Khmer.

After three years in the camp, Sam was sponsored by Catholic Charities of Virginia and was permitted to resettle in the United States of America as an “unaccompanied minor.” Sam arrived in the United States on November 16, 1986, as a foster child of the Abbey family of Richmond, Virginia. Chris and Louise Abbey gave Sam as much as love, care, and support as they gave their own children, two boys and two girls.

Sam lived with the Abbeys for three years, but due to the difficult transition from Cambodia, the refugee camp experience, acculturalization, as well as assimilation to the American way of life, Sam decided to transfer to a group home for boys and girls in Glen Allen, about 30 miles outside of Richmond. Sam lived in the group home for a little over year before he was adopted by Susan E. Morey, a single parent and teacher, in 1992.

All during his difficult transition period, Sam pursued his education. After two years at the Albert H. Hill Middle School, he skipped the eighth grade, and in the fall of 1992 he enrolled as a high school freshman in Trinity Episcopal High School, an excellent private school in Richmond, Virginia. The many scholarships he received enabled him to complete his high-school education there.

Upon graduation from Trinity Episcopal High, Sam was accepted to Virginia Polytechnic and State University (Virginia Tech). He graduated from Virginia Tech with a Bachelor of Science in Finance in 1996 and moved to Boston, Massachusetts.

For nearly two years now, Sam has been a Principal with State Street Global Advisors, a division of State Street Corporation, where he oversees a team of Performance Measurement Analysts providing performance and attribution data to Active Quantitative (Developed and Emerging Markets Strategies) Portfolio Managers.

Sam married his long-time girl friend and partner, Leah Saroeun Suan-Meas, in June 2001. Sam and Leah are proud parents of two beautiful, intelligent, vibrant, and energetic girls, Monique and Sydney.

Since June 2001 Sam has volunteered his time as a member of the Board of Directors of North Suffolk Mental Health Association (NSMHA), based in Chelsea, MA. NSMHA is a private, non-profit agency, with an annual budget of about $30M, providing community-based services to children, adults, and families dealing with problems of mental health, developmental disabilities, and substance abuse. He is presently serving as the Vice Chairman of the Board and has also served as Chairman of Finance, Personnel, By-Law, Compliance, and Audit Committees.

លោក ហោ ណាំហុង បានថ្លែងយ៉ាងដូច្នេះ ៖ «បញ្ហាទំនាស់កម្ពុជាថៃនេះ បញ្ហាព្រំដែន ជាបញ្ហាសំខាន់ យើងមិនអាចដោះស្រាយតាមអ្នកនាំពាក្យបានទេ មិនអាចដោះស្រាយតាមអ្នកសារព័ត៌មានបានទេ»។
លោកបានថ្លែងបន្តទៀតថា យន្តការមជ្ឈត្តកម្មក្នុងការដោះស្រាយរឿងទឹកដីជារឿងធំធេង មិនមាននៅក្នុងធម្មនុញ្ញរបស់អាស៊ានឡើយ ដូច្នេះហើយកម្ពុជានៅតែរក្សាជំហរដដែល បើទោះបីជាភាគីថៃ មិនឆ្លើយតបទៅនឹងសំណូមពររបស់ខ្មែរក៏ដោយ។


កាលពីពេលថ្មីៗនេះ កាសែតបាងកកប៉ុស្តិ៍របស់ថៃ បានស្រង់សម្ដីលោករដ្ឋមន្ត្រីក្រសួងការបរទេសថៃ លោក Kashit Phirom (កាស៊ីត ភិរម្យ)ថា ថៃមានបំណងសុំឲ្យប្រទេសអាស៊ានបង្កើតយន្តការមជ្ឈត្តកម្មនៃអង្គការអព្យាក្រឹត ដើម្បីដោះស្រាយវិវាទខ្មែរ-ថៃ នៅក្បែរតំបន់ប្រាសាទព្រះវិហារ។


ការផ្សព្វផ្សាយដូច្នេះ ត្រូវបានភាគីខ្មែរចោទថា ថៃកំពុងផ្លាស់ប្តូរជំហរភ្លាមៗ ដែលគេមិនអាចទទួលបាន។
ជាមួយគ្នានេះដែរ លោករដ្ឋមន្ត្រីបានព្រមានថា កម្ពុជាបានអត់ធ្មត់ចំពោះការចង់ដោះស្រាយទ្វេភាគីជាមួយថៃជាអតិបរមារួចមកហើយ ហើយគេនឹងត្រៀមខ្លួនប្តឹងទៅអង្គការអន្តរជាតិ បើសិនជានៅតែមិនអាចទៅរួច។
លោករដ្ឋមន្រ្តីក្រសួងការបរទេស ហោ ណាំហុង មានប្រសាសន៍ថា ៖ «ដល់ពេលណាមួយនោះនឹងលើកបញ្ហានេះទៅដោះស្រាយនៅវេទិកាអន្តរជាតិ គ្រាន់តែចៀសវាងយ៉ាងម៉េចកុំឲ្យមានការប៉ះទង្គិចខាងយោធា ចៀសវាងកុំឲ្យមានការហូរឈាម»។


ទីប្រឹក្សាអមស្ថានទូតថៃ លោក Suwat Kaowsook (ស៊ូវ៉ាត កែវស៊ូក) ថ្លែងបញ្ជាក់ថា ថៃនៅតែរក្សាជំហរក្នុងការព្យាយាមដោះស្រាយដោយសន្តិវិធីដដែល។ លោកច្រានចោលថា ការផ្សព្វផ្សាយតាមកាសែតកន្លងមកនេះជាការភ័ន្តច្រឡំ។
