Reducing state power = giving power to the population


The eight points of mechanism to create people power:
1. Restrict the term of Prime Minister to 2 mandates. The Prime Minister’s term must be restricted to only two mandates, no matter now well he or she has performed their duty. This is a step down the road of democracy which will prevent powerful people from buildings a system that will enable them to seize power at their whim.
2. The Prime Minister is not allowed to employ his own bodyguards. Bodyguards are neutral armed forces of the nation. The national Assembly must give a detailed job description and regulate the duties bodyguards who protect the Prime Minister to avoid them being used to threaten or crackdown on citizens.
3. The Prime Minister must live in a state-owned residence. This will ensure security, and maintain the Prime Minister’s family with happiness, so that they can serve the nation to the best of their abilities.
4. Create an Administration Court. This will be a competent institution which will monitor government performance and solved disputes on matters where administrative agencies or government officials have acted illegally.
5. The military and the police must be trusted by parliament. This will prevent armed forces being used as a tool of the ruling party, and will prevent nepotism and cronyism.
6. Neutral Civil Service. This is to eliminate discrimination and political leanings in order to ensure national affairs are handled effectively and the public are served equally. Civil servant must have three qualities: ability, competency and impartiality to prevent civil servants from helping a political party.
7. Citizens must vote to elect or remove representatives at commune, district and province levels. This system ensures citizen power. Once citizens have elected their representatives, there will be proper procedures to enable a vote of confidence.
8. Use individual Representation System. The existing proportional representative system is a selection of political parties which citizens like so that the party can nominate parliamentarians that must respect and serve the party rather than concern themselves with the population’s interest, as the party can oust parliamentarians without asking citizen’s opinion. Under the Individual Representation System, citizens choose and vote for their preferred representatives and can also overthrow them without approval of the party.
Question: What should Cambodian people do to select a good leader?
Answer: Jointly think, decide, and act according to these eight points.
“Powerless people” are the source of our social problems. Solving the problems will involve participation 50 percent plus 1 of the people to form a state management system with eight key points of mechanism. The mechanisms will reduce the state’s power in order to prevent totalitarianism. The mechanisms will empower or task-share amongst the people to rule the country and decide their own fate. It is first necessary to establish a good mechanism for the road towards a system of rule of law, before we travel down that road. Even though there are some difficulties due to narrow roads, we can “jointly consider and do” to widen the road because “the right road” leads us to our true destination.


Summary of political platform:
1. Formulate a legal system to implement that mechanism of eight points so that people will be empowered.
2. Protect Cambodia’s independence, sovereignty and territorial integrity. Strengthen relations and cooperation with neighboring countries and the world.
3. Establish law and mechanisms to fight corruption.
4. Solve immigration issues in conformance with national and international laws.
5. Take measures against land grabbing by the rich and powerful and increase social concession land to be granted to landless people.
6. Increase government officials’ and armed forces’ salaries to be commensurate with soaring price of goods.
7. Encourage reform of the curriculum at all levels and incorporate moral education and national conscience into the curriculum at all levels.
8. Prioritize the development of border areas and rural areas by building and restoring infrastructure, irrigation systems and reservoirs, promoting modern agricultural techniques, increase public investment, build schools and hospitals and promote the wellbeing of rural people.
9. Create job for people, particularly the youth, by attracting local and foreign investors in all sectors.
10. Use all possible means to curb crime, particularly drug production and trafficking, woman and child trafficking, robberies, kidnapping and gangster activities and so on.
11. Conduct judicious reforms at all levels so that the court will be independent and seek justice for all people.
